Histori

The cabinet concept is not explicitly mentioned in the 1945 Constitution, so the Indonesian cabinet since 14 November 1945 is the result of an administrative convention. There are two types of cabinets in Indonesian history; both presidential and parliamentary. In the presidential cabinet, the president is responsible for government policy as head of state and government, while in the cabinet of the parliament, the cabinet carries out government policy, and is accountable to the legislature.

During the War of Independence from 1945-1949, the cabinet changed from a presidential system to a parliamentary one, although this was not a system intended by those who drafted the Constitution; However, at some critical period, it returns to the presidential system. During this period, the cabinet had between 16 and 37 ministers with 12-15 ministries.

On December 27, 1949, the Netherlands recognized the sovereignty of the United States of Indonesia (RIS). Under the Federal Constitution of 1949, the RIS has a parliamentary cabinet as ministers responsible for government policy. With the return of the unitary state of Indonesia in August 1950, the parliamentary cabinet system remained due to an agreement between the RIS and the Republic of Indonesia (a constituency of the RIS). Article 83 of the Provisional Constitution of 1950 states that ministers have full responsibility for government policy. Over the next nine years there are seven cabinets with between 18 and 25 members.

On 5 July 1959, President Soekarno issued a decree overturning the 1950 Constitution and returning to the 1945 Constitution. The Cabinet was also dissolved. The new presidential cabinet was formed shortly afterwards, but the new cabinet did not follow the 1945 Constitution, because the prime minister's office still exists, along with the deputy prime minister. In addition, the office of the Chief Justice of Indonesia Supreme Court and Chairman of the House of Representatives should be equivalent to the President, and the office of the Chairman of the People's Consultative Assembly, which should be above all branches of government, is incorporated into the Cabinet. During the last years of Sukarno's presidency, the larger cabinets, culminating in 111 ministers.

During the New Order under President Suharto, his cabinet was smaller, and from 1968 to 1998 took place for a five-year term of office. Offices not approved by the 1945 Constitution are abolished. After the fall of Suharto and the beginning of the Reformation era, the presidential cabinet system has been maintained.

Until 2010, the cabinet ministry was dubbed the 'Department' ( Department ) following the model of the United States. After 2010, all 'departments' are renamed 'ministries' ( Ministry ), thus bringing them in line with the model of the Dutch ministry and a state secretariat.
