The Morning Star flag (Indonesian: ) is the flag used in complementary mode in the Netherlands New Guinea to the Flag of The Netherlands. It was first appointed on 1 December 1961 before it came under the administration of the United Nations Interim Executive Council (UNTEA) on October 1, 1962.

This flag is used by the Free Papua Organization and other independence supporters. Under the Special Autonomy Law of Papua, ratified in 2002, the flag may be raised in Papua as long as the Indonesian flag is also raised and higher than the Morning Star flag. The flag consists of a red vertical line along the side of the hoist, with a five-pointed white star in the middle, and thirteen horizontal lines, blue and white alternately, with seven blue lines and six white lines.

After the regional elections in February 1961, the Council of New Guinea, a representative body of 28 members, was sworn into office by Governor Dr. PJPlatteel on 1 April 1961 and the inauguration of the Council on 5 April 1961 was attended by Australia, England, France, the Netherlands. , New Zealand, and other Pacific Forum countries with the exception of the United States. The Council appoints the National Committee to draw up a Manifesto expressing a desire for independence, and to design flags and songs in accordance with this wish. The flag design is credited to Nicolaas Jouwe. The Papua New Guinea Council supported these actions on October 30, 1961 and the first Morning Star flag was presented to Platteel Governor on 31 October 1961. The Dutch authorities did not accept the flag denomination that recognized it as a landsvlag rather than a national flag.

The inauguration ceremony took place on 1 December 1961 with a flag officially raised for the first time outside the Council building before the Governor along with the Dutch flag.

On July 1, 1971 at the Victoria Headquarters in West Papua, Brigadier General Seth Jafeth Rumkorem, leader of the militant independence movement of the Free Papua Movement (OPM) ), proclaiming unilaterally West Papua or West Papua as an independent democratic republic. The Morning Star flag is declared a national flag.

The modern usage

The Morning Star is hoisted by a movement of independence and supporters around the world. Special ceremonies take place on 1 December each year, commemorating the first flag raising in 1961. The Morning Star fly is seen by the Indonesian authorities as a supporter of independence against Indonesian sovereignty.

More than 500,000 Papuans have been killed by the Indonesian Military (TNI) since 1961, some of them simply for raising flags, which are illegal in Indonesia. Two Papuan men, Filep Karma and Yusak Pakage, were sentenced to 15 and 10 years for raising a flag in Jayapura in 2004. Pakage was released in 2010, after serving his five-year tenure. Karma remained imprisoned and allegedly harassed at the hands of the prison authorities. Amnesty International considers the prisoners of the consciences of both men and calls Karma a "priority case" in 2011.
